1) Roster size and composition
- The Player Roster shall be composed of 18 fully-contracted players and up to 4 developmental players.
- Fully-contracted players fall in to two categories: guaranteed and semi-guaranteed.
- Players must be signed to the appropriate League Standard Player Contract (SPC).
- Developmental players are signed to a specific developmental player contract.
- Rosters are to be determined via the appropriate cut-down dates at the conclusion of pre-season.
- On July 1 at 8pm ET/5pm PT, all player contracts become guaranteed for the remainder of the season.
- On July 15 at 8pm Et/5pm PT, all 18-player rosters are frozen. Movement and transactions among developmental players is still allowed.
2) College Deferred Players: The college-deferred player is a collegiate player unable to participate in the majority of the previously scheduled Team Tryouts due to remaining obligations to her educational institution. The college player may be granted extended tryouts through May 15, 2009. The player must either remain on a team’s roster (i.e. active, injured, etc.) and signed to a standard contract or placed on waivers by May 15, 2009, 9:00 pm ET.
3) International Players: Each WPS team may hold the rights to up to 6 international players at any one time. A WPS team may sign and roster up to 5 international players at any one time.
4) Roster Sizes for Home and Away games
- The home team may place 18 players on the roster, from which 11 starters and 3 substitutes can be selected.
- The visiting team may place 16 players on the roster (regardless of how many players are in the travelling party), from which 11 starters and 3 substitutes can be selected.
5) Rules Concerning Use of Developmental Players
- A Team may opt to employ up to four (4) developmental players, one of which must be a goalkeeper.
- Developmental players may be used during home games, or selected for away games, if the number of rostered players on the available list falls below 18.
- If a developmental player plays in ten (10) League games, the player must be moved onto the roster and placed under a regular player contract.
6) Injured Players and Replacement Players
- If a guaranteed player is injured at the time the season begins, a replacement player may be used until the injured player can return to active duty.
- If a rostered player experiences a season-ending injury, a team may declare her as such, and then bring in a replacement player.
- If a rostered player experiences a major injury that is not a season-ending injury, a team may place her on the 60-day injured reserve list (IR). Once placed on the 60-day IR, the injured player may not play in a league match for a minimum of 60 days, although she may be rostered as of July 1. During the time the injured player is on the injured reserve list, a replacement player may be used.
- A replacement player may be a semi-guaranteed player, a developmental player or a short-term player and she may be a domestic or a non-domestic player as allowed by USSF and WPS rules.
7) Weekly Roster Requirements: Each week, teams shall file with the League their Player Roster which gives the following information:
A) Player Status: Teams are to give each player in their roster one of the following player status categories:
- Available (A): This is the list of all fully-contracted players who are eligible and able to play in an upcoming game.
- Questionable (Q): Those players who are questionable in status due to injury. Teams are asked to state their status as: 75% (probable - P), 50% (questionable - Q) of 25% (unlikely - U).
- Unavailable (U): This is the list of all fully-contracted players who are unavailable for an upcoming game. For each player on this list, the following reason must be given:
(1) Injured (I): Player is injured and is 100% unavailable for the upcoming match
(2) 60-day Injured Reserve List (IR): Player has experienced a major injury that is not a season-ending injury and has been played on the 60-day injured reserve list. (3) Suspended List (S): Players who are not cleared to play in League games due to suspension by the team (i.e. violation of team rules) or the League (i.e. accumulation of yellow cards, red card ejection, disciplinary committee decision or Commissioner's decision)
(4) National Team Duty List (NT): Players who are not cleared to play in League games due to participation with their National Team.
(5) Other (O): Description of why the player is unavailable due to Other must be specified.
B) Rostered for Game:
- Teams are asked to indicate which players will likely be rostered for the next game (e.g., in the roster of 16 or 18). If teams are unsure if a player will play (e.g., status is Questionable), then teams are asked to give their best estimate if the player will be rostered for the next game.
A weekly roster report is available for fans and media on womensprosoccer.com and is updated every Friday evening prior to weekend action and the evening before mid-week matches.
8) WPS Draft: A WPS Draft is held annually each off-season. The order of the draft is determined by the final regular season standings.
9) WPS Expansion Draft: WPS will hold an expansion draft following the 2009 season. Rules regarding the number of rounds, selection order and players eligible to be selected are TBD.
